A union capable of acting

What it means

The objective is to improve an existing Union, not to describe perfection as an accomplished condition. The comparative language treats a workable national relationship as something that institutions must sustain.

Historical setting

The Articles of Confederation already described a perpetual union of states. Its Congress depended heavily on state cooperation, including state collection of money needed for common expenses.

What it does

The Constitution equips a government to act directly through legislation, taxation, execution, and courts. At the same time, it preserves states as governments and gives them defined places in representation and constitutional amendment.

Debate & interpretation

Federalists argued that closer union could protect liberty by overcoming dangerous interstate rivalry. Opponents worried that the same strengthened institutions could erode local self-government, making the distribution of powers as important as the promise of union.

A common misreading

This purpose does not itself confer an unlimited federal power to override state government whenever national officials prefer uniformity.
